Like to restore "Insert Table"," format Table" to table menu

Hi everyone,
AbiWord-2.7.10 has "insert table" in the "Insert" menu and "format
table" in the format menu.

I think these are good ideas.

However I think we should also put "Insert table" and "format table"
back into the table menu.
The table menu is not very long and will not be more complicated for
having these entries.

All previous versions of abiword have insert and format in the table
menu. MS Word and OO.o also both have these entries in the table menu.

I'm happy to this within the next day or so.
