Local 1-byte codepage on user's system was selected specially for conversion 1-byte text, according to user's language. Most likely user will be working with texts in his language, so it has to do _everything_ with correct document conversion.

Also, what does CP1252 have to do with same documents? Why it's more preferable to user preferences, in your opinion?
