The SVN repository is (and has to be) the leading system. There will always
be code changes that require .po file updates, because the abiword.pot
reference has changed.
IMO, it is not only necessary to frequently and promptly push back Pootle
files into the repository, it must be ensured that Pootle will receive
necessary updates from the repository as well.
