I think I know the rationale now.

All sizes internally get converted to millimeters and with 4.125 x 9.5 inches
the rounding differences are so big that it will not be recognizes as
Envelope No10 but rather as a custom paper size. So, we unpleasantly have to
go with millimeters for it.
