I've hooked up the top-level window frame construction
code to reference the preferences engine. you can now select
(via hand editing the preferences file):
keybindings[*]
menu layout[*]
menu language[*]
toolbar layouts (which ones appear (FileEditOps, FormatOps, ...))
toolbar language[*]
toolbar appearance (icon, text, both)

[*] however, there is only one value currently defined
for each these.... [how's that for a subtle invitation :-]
