Fix to allow 0.7.11. Someone had commented out the static unix builds!

The Makefile had static builds commented out. I guess a tinderbox machine
should be dedicated to a full distrubtion build so stupid bugs like this
get picked up. I guess no developers wastes their time doing static
builds.
