Here's a simple fix to the bug where clicking on a ruler element causes it
to be sent to the extereme left of the window. The observations about the
code from the reporter were very helpful. The problem was, as he was
guessing, was that AP_TopRuler was assuming that before the mouse release
event a mouse motion event will be recieved, which is of course not true
if you simply click and release. I tested this patch on Unix (no gnome),
where it appeared to fix the bug without adding any side effects.
