Considering our past accomplishments in this area, I would certainly defer
to Eric's opinion here.
Among other things, Eric chaired the IETF working group which standardized
HTML 2.0 (in RFC 1866):

When the standardization effort for HTML 3.2 moved to the W3C, he was a key
member of that Working Group, too:

My contributions to W3C meetings on HTML 4.0 and CSS were considerably more
modest. :-)
