changed src/config/abi_rules.mk

Fixed the error that was causing make distribution to fail under cygwin
B20.
This probably doesn't fix the errors that I've seen with 1.1.2, but I
will try to fix that next. Meanwhile, I'm going to run a couple more
builds, then declare that 0.7.10 compiles.
