1. Removed <?xml> from WML importer and exporter
2. Use vlad's encodingmanager class for WML export
3. Made XML importer conditionally honor/ignore whitespace.
   This is useful for XHTML and WML which treat multiple white spaces as a
   single white space.
4. Made WML exporter export &nbsp; for consecutive white spaces
5. Optimized _charData() in XML a bit by cacheing a frequently used array
   variable. This sped the importer up a small bit.
