1) Expand UT_String to have a operator+=(char) method
2) Use UT_String in all of our exporters instead of our local buffer
mechanism
3) Make all XML exporters (ABW, DBK, FO, HTML, WML) output valid data for
non-latin1 locales
4) Hopefully fix the MSVC + Ispell bug
