The smart quote problems should be much easier to resolve once
the bidi code is on board; most of it is related to the fact that we do
hard character replacement in the piece table. In the bidi-enabled
code we could just do a context sensitive glyph replacement in the
visual plane, leaving the ordinary ' in the piece table. So I would
agree we just leave it alone for the moment.
