Well, you do need VC++, but you don't need to use the IDE.

Not currently.

Theoretically, it should be pretty easy, since the other builds mostly
use gcc, and use the same makefiles. However, the greater source of
difficulty might be keeping it so that both compilers continue to work
properly, since lots of our developers don't want to use gcc.
