Fix so that Windows now honors the ShowSplash preference on Startup.

Note: This undoes a lot of work done by Tom Briggs to get the splash
screen up as fast as possible. Now the Win32App must be initialized to
determine the preference settings - so that initally showing the splash
screen must wait.

If there is another work-around for this, please let me know.
