Alan,

You and Tim Allen should combine forces to figure out what should be done
here. (He's made similar points about localized README files.) Basically
there are two ways to do locale-specific fanout for the stuff we distribute:

1. Put the locales at top-level, with functionality below
2. Put the functionality at top-level, with locale fanouts below

#1 is more convenient to the whole "language pack" concept. #2 is more
similar to how we do platform fanouts in the rest of the source tree. I
forget which way we currently have the abi/user tree arranged, and it may or
may not differ from the fanout used in a binary installation.

IIRC, there's also existing code which takes advantage of whichever fanout
we use to locate the relevant help files for your locale (with fallbacks,
too, right?).

If there's consensus on which way is the Right Thing to do this, then it's
better to make the change earlier rather than later.
