Being an occasionnal user of the gnome version 0.7.13 with a french locale,
I must say that those TODO icons are disturbing me.
Yes, the French localization is NOT complete in 0.7.13.
Ah and any other apps not completely translated fallback to english.
I join Joaquin's point on the subject.
