When you're in Page Layout mode, you *can* also invoke this behavior by
double-clicking that region. It's the same as choosing the menu.
Presumably they've done user-testing to conclude that single-clicking here
was inappropriate. If so I'd guess that people in the usability labs were
accidentally editing headers and footers due to misplaced clicks, when they
really wanted to be in the main body text.
