Why? It sounds like an interesting abstraction, but off the cuff I see no
practical use.

Doesn't it make sense to have at least *some* restrictions on
header/footers, such as:

  - can't insert a page break
  - can't insert a section break

Changing the number of columns also sounds non-obvious.
