I've just made a ut_Win32Locale module with a couple of functions to
return the ISO 639 language name and ISO 3166 country name since
these are required by both ap_xxxPrefs and xap_xxxEncodingManager.

Firstly is this the correct approach?

Secondly, I've noticed that Unix has decent code for this in its
EncodingManager modle but unfinished code in its Prefs module.
Might all platforms need a ut_xxxLocale module?

Thirdly, what's the correct format for our locales? Posix uses
"la_TE.ENC@mod" language, TErritory, ENCoding, modifier - where
modifier is often "euro" or "nynorsk" in Norway's case.
We seem to just use "la-TE" - do we use the modifier field?
How do we handle the two versions of Norwegian.
