Nothing simpler.
Use hub's suggestion, then keen two directories:
~/cvs/abi-1
~/cvs/abi-2

in abi-1 always use -r 1-0-0
in abi-2 (HEAD) you don't need to use head.

So, there's no need to separate the cvs tree on the server.
