Fix dchart's bug wrt the save as template dialog

Fix ut_string_class buglet that let it call strlen on NULL, which caused
a crash on some systems. This will let us gracefully handle those cases,
but also UT_ASSERT so that we can more easily track down what is passing
NULLs to the += functions.
