eliminate apparently useless rounding (work towards 2313)

Martin, this is a patch of your code; I see no reason for the rounding
and it changes things a bit. Fixing this doesn't solve 2313 yet; I'm
still at least having a problem with the dash in 12-31-2001. Will
investigate further. It might indeed be a dash problem.

I'm attaching a useful ps file to the bug. It should be inspected
by hand towards the end.
