Also should help QNX in a bunch of places too, as well as anyone who
implements the PLATFORM MAINTAINER bit below...

Everything under af/ is done. Everything under text/ is done. Need to do
wp/.

NOTE: only valid for input. We still need to translate UTF8->UCS4 in a
bunch of places.

PLATFORM MAINTAINERS
1) Your build will be broken until you implement
XAP_FEApp::getDefaultEncoding() - returns the default encoding for your
UI
