bug: accents not encoded properly

Hello guys,

Under win32, and probably under other platforms, if you type an accented
character in a document, saved into an Abiword document, and load it again
it's not displayed correctly. It seems that there is a problem with charset
conversions. Anybody is experiencing the problem?
