commit: [HEAD & STABLE] mostly expat related stuff

updates expat from 1.95.5 to 1.95.6 (well I was using it anyway :),
updates the Makefile build accordingly in head and changes stable to
not try and ./configure expat, also adds some export stuff to stable
to correct link complaints when building plugins.
