Adding more error checking to assist with bug 1921 regarding help menu
items not working. This displays a more detailed message to the user
when something goes wrong opening a URL from Abi. I have no idea how to
localize the error strings, so for now they're hardcoded english.
Will port to Stable tomorrow and submit a patch. For now, all Stable
does is asserts if the URL loads successfully(?)...

Fixes issue where error number wasn't displayed in _openURL MessageBox.
Added more specific error handling to _openURL.
Minor anal-retentive code clean-up and documenting.
