There is a bug report. Let me find it...
I believe this is one of the things RemapGlyph used to
do so it's important it still gets done. Though I
don't
think it was ever done too well.

Yes the main objections were mine (: I stumbled across
this code the other day and almost added a bunch of
quote character mappings for various languages and
then I wondered if it was the old soft-remapping code
or some now code...
Drawing "smart quotes" as "straight quotes" is a
soft-remapping issue though so I'm not sure in which
place you want to fix this or if indeed both places
will now be needed.
