Hi Alan,
No you're not misunderstanding. The images scale to represent the
same fraction of the width of the browser that they do in your AbiWord
document.
Of course the browser experience is different from a Word Processor
experience but this I think is closer to what a user would expect
exporting a document to HTML.
The issues are:
1. Images in AbiWord are often scaled to make them the desired size.
2. It was the only way to make them fit into tables correctly.

it to HTML. It basically looks correct IMHO.
