Basic infrastructure for Frames. It compiles that's all.
I hope to have basic support work in 2 weeks.

My goals are to be able to inserts a frame. Click in a frame and type
and insert all the usual stuff. Resize a frame. Put an image in the
background of a frame. The frames will only be placed over the top of
    text initially.

By 2.2 I would also like to support inline frames.

I don't know if I will have time to implement frames where text is
wraped the frame automatically in time for 2.2. I think this will be
tricky as it requires a two pass algorithim.

After this basic frames stuff is working I want to tackle maths.

Is there someone working on Table of Contents>
