    I thought that having them in the edit menu was logically better, you
    shoudl not need to insert them, they would be created for you if they did
    not already exist and you would just start editing them.

    I thought this would be worth the inconsistancey with Microsoft Word.
    I have been convinced that it is not worth being different from Microsoft
    Word, too many users will expect 'Insert, Header' like they know from
    microsoft so anything else just is not worth the grief and hassle.

    I had incorrectly assumed that Insert Header had been put back already, it
    definately should be (I would not recommend making any further changes
    beyond that until after 2.0).
