commit: FormatFrame dialog box work

Hello folks,

I have done some work on FormatFrame Dialog on Win32. We were missing
functionality.

- Make all the controls localisable
- Update the Win32 Dialog to the most recent version (add missing controls)
- Connect all the new UI elements with the backend code
