commit (head): complex script cursor motion fix

this fixes cursor motion in complex scripts such as Thai which expect
left and right arrows to move over clusters rather than individual
characters (only works with Uniscribe).

There still need to be corresponding adjustments to the handling of
Del/Backspace keys, but I need to find out from Vee what the expected
behaviour is.
