commit (head): win32 assert

The win32 assert dlg is now 'task modal', like MsgBox with the
MB_TASKMODAL style, so that we do not get many assert boxes at the
same time. Thanks to sum1 for noting this problem.

The idea of how to do that came from the wine mailing list.
