This might fix some/most/all of the win32 "error when
cut/paste from internet explorer" bugs that are out
there. I have a sneaking suspicion that the cause is
that we were throwing exceptions in the RTF but not
catching them.
This is safe to backport. Can some QA folks on Win32
please test this out for me?
