Commit (HEAD): Win32 Page Setup dialog now uses PropertySheet/Pages

Convert Win32 Page Setup dialog to use PropertySheet/Pages. This fixes
keyboard navigation between fields and tabs. Also re-enables keyboard
shortcuts and removes accelerator for "Margin" tab. Fixes 2340, 5166,
part of 1069 and part of 5189.
