Oddly this wasn't a problem on unix, but it was a pain on osx.
o fv_View.cpp:
- get frame-layout section from frame container for left-ruler info
- swap east/west cursors to correct sides
o ap_TopRuler.cpp: revert to default cursor on mouse-release
