Tortoise, I have found, sometimes has issues cooperating with checkouts
from other CVS tools (You cannot use a release tarball as a starting
point for CVS, it must be downloaded/"checked out" with CVS to have the
version files correct). If doing a fresh checkout with Tortoise is not
feasible (due to dialup), then I'd suggest doing a custom update with
the "clean" option checked. It will re-download some files, but once
it's the way Tortoise likes it, you should be good to go from there.
