libcrossmark project

Hi all,

Rob and I (well, mostly rob) have been working on getting a libcrossmark
API draft up. We also whipped up a build system for a libcrossmark
library using this API (which should in theory work on win32 and darwin
as well, but untested).

I've created a place where the libcrossmark project can happily live.
