RFC: Disable smooth scrolling by default

In the process of debugging our weird scroll thing on Ubuntu [1], Sum1
suggested I tried disabling smooth scroll. In googling on how to do
this, I was rather surprised to see the sheer quantity of folks
suggesting that such a disable is necessary for AbiWord to be "snappy" [2]

As such, I'd like to float the idea of switching it off by default
and/or bringing back a UI for the preference. I'd really prefer abi to
be snappy in the default install, as I'd imagine we all do, and I'm
curious to see how we can best achieve this.
