Using a CMS is a no go. Too much maintenance and hassle for very little.
We already have had a bad experience with TWiki back then...
Also there is another requirement: no URL shall be lost. In short,
either URL lead to the same information or get redirected to lead to the
closest source from what it was supposed to provide.
