Yes. No specific windows is needed.
In Windows XP, you have to enable Supplemental Language Support for
RTL and East Asian Languages, from the Regional and Language Options
of the control panel.
I have used Windows XP [Arabic and Tamil] for testing. Windows Vista
and Windows 7 are said to be much more unicode-only languages
friendly, though I haven't tried running on them myself.
