locales in Ububtu

Hi everybody,
I have a fresh installation of Ubuntu and would like to support Fula
locale. How to add this locales when I have the ff.xml file. Have no
idea how to do this.
I would also like to know if there are Linux tools to build a keyboard
layout as I want to make one like my Fula keyboard layout for windows.
