What does ff.xml contain?
To add locale:
1. Choose any locale as template (preferably that has standards close to Fula),
and copy it from /usr/share/i18n/locales/XXX to /usr/share/i18n/locales/ff
1'. (optional) Edit the new ff locale source to ensure proper collation order.
2. Open /var\lib\locales\supported.d/local file and add "ff.UTF-8 UTF-8" line.
3. run "sudo locale-gen" and ensure your new locale compiles successfully.
4. To change default locale, make corrections in /etc/default/locale file.
AFAIK there are no keyboard editors. You can edit layout files manually,
or use xmodmap to temporary change several keys on your standard keyboard.
P.S. To ensure native support for Fula language in Linux in future, submit a bug for glibc.
