commit: ABI_OPT_JS

The JS engine is now being conditionally compiled, based
on the symbol ABI_OPT_JS. To build with JS support (which,
as you recall, doesn't really do much of anything yet),
set the ABI_OPT_JS environment variable before you type
'make'. Doing so will add -DABI_OPT_JS to your compile
lines, as well as add the js library to the link.

If you don't set the ABI_OPT_JS env variable, you'll get
a build with no JS support.

I've tested this under Linux. It will be tested on NT
shortly, tonight's CVS mirror should have everything up
to date.
