Updated GR_Graphics color handling to include 3d colors.
Updated TopRuler, LeftRuler, and StatusBar to make use of
the new colors.

With this we now handle GTK color themes and the Win32
display property colors. We also respond to the
WM_SYSCOLORCHANGE message.

Caveats: we don't currently handle 3d colors in the document
window proper. and on win32 the scheme "high color black" some
of the toolbar buttons don't display right (ie bold, italic, ...)
