commit -- locale handling w/r/t atof/sprintf

i added code to handle the locale around calls to the
various atof/sprintf calls which deal with CSS properties
(which are always in "C" format) so that we will parse
"0.5in" properly. this fixes 492, 505, 520, 532, 533
and probably others that i've forgotten.

let me know if there are any remaining problems in
this area.
