Subject: tabs - should we implement like buggy '97, or what?

consider this example

With the top ruler like this (one center tab at 8")

<tab> 5
<tab> 6

It will display the 10 10's with the last few off the screen. How should we
implement this? Allow drawing out into the margins? and off the page?
