wv, section support announce

Section support is now in wv, the SEP is handed over on
a section begin event. The SEP includes info on
no of columns in a section, position of page numbering, and
the size of the margins of the pages, width and height of the
page in question, the orientation, page numbering format, and
info as to what kind of section break has just occured, new
page, new column, even and off page breaks etc etc.
It appears to work fine so far, it might need some work to bring
word 6 sprms up to date, so it'll blow up on some docs that it
previously worked fine on.
