i just checked in code to let us load text
strings for dialogs and message boxes from
disk files. i updated the message boxes in
ap_EditMethods.cpp to use the new mechanism and
added settings to the preferences mechanism to
allow the string set to selected at startup.

with this we can begin to localize the dialogs
and any other message boxes that we have....
