wv, special char handler and comment event

the wv special char handler is implemented (well theres nothing in it, so
it was hardly hard), and a very embarassing bug which caused the last
para of complex files to be output a few times, is removed. Also I
have added COMMENTBEGIN and COMMENTEND events, these are of little
relevense really but they exist in word as an ability of multiple
authors to annotate a document, so im fleshing out this capability
for the standalone html converter, and at some date in the future
abi can easily hook into them to do something with them.

Next task is the dirty/clean style marker for PAP and CHP properties,
also the stylesheet code has an outstanding misfeature where style
that are based on style with a greater index number don't inherit
their base style features, thats the "out of sequence" errors that
show up on occasion. So maybe in the next day or so ill have them
worked out. Also there should be less warnings to drive paul rohr
wild :-).
